eBay selling - PayPal fees query

Hi All
I sold 2 items of clothing on eBay UK. The first was on 2 March 2019 and was for £16.50 + £3 p&p so total = £19.50. Seller paid by Paypal, and PayPal took fees of £0.86, so I received £18.64 into my PayPal account. Second item was sold on 3 March 19 and was for £15 + £3 p&p = £18. Seller again paid by PayPal and this time PayPal took fees of £0.90, leaving me with £17.10. I was thus charged 4.4% in PayPal fees for the first sale but 5% for the second.
Anyone know why there is this discrepancy? I would have assumed the 2nd (cheaper) item would have had the lower fee?
Grateful for any advice/knowledge you can share.

Was one of them an international sale with higher cross border fees?
