I sent a package to Sweden and it arrived damaged. Is there any way my customer is covered?

Yes by you issuing a refund and then you can claim from any insurance you took out...if you did.
If you don't issue a refund then she can open a paypal dispute for item received but not as described ie damaged.
Advice is voluntary.
