i payed the clearance fee that the person asked me to pay but now they arnt sending the amount promised what do i do

Sadly it sounds as if you have been scammed.

Paypal do not charge any clearance fees, sellers NEVER pay a fee to receive funds into their paypal account balance.

No funds in your balance means you have not been paid, even if pending it would still show in your paypal account.

You have been scammed by fake paypal emails sent by a scammer.
