charges and pricing for e-shop

Hi. I am about to make a business account for an e-shop. I got completely confussed from the prising of the paypal site cause i found two diferent charges and i don't know wich one is the correct and what is the difference they have. https://www.paypal.com/us/webapps/mpp/merchant-fees and https://www.paypal.com/pe/webapps/mpp/merchant-fees?locale.x=en_PE#viewDiscounts. So i want to know clearly if someone make me a payment from USA and im in Italy for example i will be charged 1,5 % or 5,4 + o,30 per transaction?
