Well, it is pretty self, explanatory. I was expecting a $175 payment and the buyer sent me the money with a $185 in his hand but what was sent to me was only $165! What the heck is this? 10 bucks might not be a lot but I live in a third-world country and that can feed me for three days!

got what you was saying right.
You was receiving Money from someone? like this
$185<----to---->Paypal? & than Paypal takes $10 from the $185 leaving you with $175?
it will look like this
$185
$ 10 paypal fee
$175 that was supposed to be for you?

ok so they charged you twice I see witch that is what I was thinking.
they charged you $20 instead of $10 I will look into the country Policy
& see if you fall under the $10 charge transfer fee sorry to hear about that will get back to
you shortly give me a second

ok I think I have found something that might help you
I see you possibly only had to pay either $10 or $10.55
but not $20 so take these steps to better help you.
#1 login to paypal at your Paypal balance summary
#2 scrolled all the way down & click on (Contact us)
#3 scrolled down again & find (Email us)
#4 select (adding Money)
#5 put date of when you received the Funds $$
#6 put the amount $$
#7 put the (Transaction ID) that is very IMPORTANT
#8 explain in the message to paypal of what happened of the charge $20 they
should get back to you & explain why you was charge a certain amount or if not they will credit your
account of the lost funds that you got charged twice where it should have been only $10.
& just so you know in case you might want to check out the Fee Charge in your country?
follow these steps
#1 scrolled down to the bottom & click on (Fees)
there you will see your country somewhere & how much they charge just in case
