cannot send from the "send " icon

This morning I am trying to send money with Paypal. After logging in, the window opens and I clicked on the Send icon. Another screen opens and then nothing appears on the page. why is this happening?

Lots of folks posting on this issue so its not you, appears to be another paypal techie glitch.
