I believe the account that was limited will stay permanently limited. When you're legally able to agree to PayPal terms they may allow you to open a new account if there are no issues with the limited account.
You should definitely call PayPal on the phone and tell them your situation and ask if you may open a new account when you're legally able to. You want to make sure everything is in order with the limited account otherwise your new account is just going to to run into problems.
