I received this horrendous document today and tried to untangle the purpose of the email alert.
I am from a reasonably educated background but found this unnecessarily complicated. Being of advancing age I looked for the simple explanation which usually precedes such tide changing epics but found none.
I did deduce that PayPal are intending to increase the charges for exchanging currencies by some outstanding percentage which could seriously effect my dealings with them.
I therefore thought I would express my reaction to the pomposity of the document by email. That is when I found the system even more alarming. I could not just send a comment but I was forced to select a series of choices which steered me to other areas which I didn't require.
I have asked PayPal to review their Customer Relations.
