Yingliang Trading Co. is a scam company.  How does one put them out of business when Paypal seems to be complicit in the operation of the company.

Paypal can't vet every seller / company / website / merchant worldwide that adds paypal to that site as a payment processor. Thats why paypal gives you 'some' buyer protection and its up to you to risk assess your own transactions.

When paypal receives a sufficient number of disputes or complaints about a company then they take action BUT they can't stop them trading in China.

So that company just changes name and sets up another website and starts over, so how is paypal complicit?

You need to avoid them in the first place..............

Chinese Web Sites or on Facebook easy to spot so buyer beware.

1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.

Kudos / Solution appreciated.
