I have started getting email messages from PayPal in Spanish. I don't speak or read Spanish and my Account settings specify English. But I don't see how to change it.
Or maybe those messages really aren't from PayPal but from a scamster.

No, I do not have a Spanish or UK account. I do not live in either place. I have a US account.
