Withdrawal reversed fee?

At dec 29 i withdraw $24 usd to my local bank account (Rp. 324.593 IDR, with fee to send to my local bank Rp. 16.000 IDR = Rp. 308.593 IDR)

At dec 31, somehow it fails to deliver to my bank and reversed back to my paypal credit with Rp. 16.000 IDR loss.

It's no biggie.. but here's the problem..

 

Paypal sent me back the credit to my account Rp. 308,593 IDR somehow with a "fee" Rp. 50.000 IDR so i only get Rp. 258.593 IDR (19,13 $ USD)

 

I don't understand the logic behind this. What is and why in the world is there a "fee" of Rp. 50.000 IDR ?

 

edit: i just realized my linked bank account is suddenly gone from my paypal too.

If you have a failed bank transfer then you pay a fee for that failure and to have the funds returned.

If you have a bank transfer fail then often paypal cuts the link between your bank account and paypal and expects you to use the safer card option to prevent it happening again.
