This always happens whenever I enroll a new card on Paypal. Whenever I withdraw my funds to my card, I get Paypal's rate which is so low and doesn't charge me $5.00. It takes a while for me to explain to them (because they don't get what I mean) that I want my bank's rate and that they have to charge me $5.00 when withdrawing.
What's the point of withdrawing my funds to my card when the rate is the same as withdrawing my funds to my bank account?
