Does anyone know why the fee for withdraw - for instant transfer and standard transfer - is the same: 1%?
Until last month withdraw commission it was different (Standard transfer 2,5$ with 2-3 days and Instant transfer with 1% fee). Now both are the same and I don't understand why!
I write an email two days ago to PayPal with my problem and nobody answer me.

Well, looks like 1% is the new fee. It took me a while to find and compare which user agreement/fee schedule currently applied:
This one is found by clicking "Legal" at the bottom of the page and selecting "Other Countries" (effective date: Nov 15 2019):
