I got a refund from ebay for a Galaxy s4 I bought for 60$, however a few hours later, PayPal declined the transaction because I needed to confirm a card. I noticed I had skipped over that step when making my account but I didn't know it was required to accept funds from Ebay. Now that I've added my card, will PayPal try to pay me back my refund still or is it lost forever?
