Paypal is not an insurance policy and only give you 'some' buyer protection so read up on it first. If he is sending a personal paypal.me link MAKE SURE you tick the goods/services option so that you are not sending a 'gift' payment via friends / family.
It would be better if he sent you a money request OR invoice FULLY describing the item you are paying for so that you have that evidence in case you have to open a dispute for 'not as described'.
