I'm buying something from someone via Google Pay and will pay with my Paypal Debit card. If something happens this turns out to be a scam and i never get the service, will I be able to do a chargeback and get my money back?

Legal (very bottom of this page) > user agreement > Purchase protection.
If you read up on that you can risk assess your transaction.
