Why is paypal so harsh on Algerians ?

Hello 
so its been a month of me using paypal and my experience is complete hell with paypal
i do programming services i have good rep between my customers i never once hard any chargebacks
but what i don't understand why paypal so harsh on us Algeriens ?

-they hold every payments i receive for 15 to 20 days 
-they dont let me use paypal balance as a payment method 
-i cant use friends and family ( Please give me one reason why is f&f isnt available in my country)
-takes forever to receive the money i withdraw (+ high withdrawal fees) 
and more ....

i did some research and i noticed these rules only apply to Algeria and few other countries.
so all i want to know is whats the reason behind all of this ?
I really wish paypal makes it easier for us

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.

PayPal isn't harsh on Algerians, the services they provide are limited because of the Algerian central bank rules and i think that soon PayPal will stop Providing Services for Algerians since all Algerian Banks have blocked PayPal payments after a decision from the Algerian Central bank
