Why is my logon screen in Spanish? On 2 PC's and 2 different browsers?

When I try to enter paypal.com the logon screen is now in Spanish.  Have tried two different computers, and both Firefox and Edge browsers.  If I do log on to the Spanish page the rest of the site is in English.  Been this way for two days.

Go to this page: 

https://www.paypal.com/cgi-bin/webscr?cmd=_display-country-functionality-outside

Click English in the language dropdown menu located under search button at the top right.

Then refresh the PayPal.com page.

Repeat on other PCs/browsers.
