Why is a US recipient having to pay a fee ?

Hi all,
I've just sent a payment from the UK to the US with payment being funded from my bank account and I've opted to pay the fees. However, based on this information (https://www.paypal.com/uk/webapps/mpp/cross-border-and-conversion-fees#crossborder) and unless myself and the recipient in the US are missing something, why has the US recipient still had to pay a fee ?

If you send a payment to a different country and the recipient chooses to accept a payment in a different currency a conversion will be applied on the recipients end. To view the fees applied on the transaction pleaseclick on "Details" beside the transaction.
