Why does it show a fee for sending money to family in the UK?

I'm trying to send some money to my brother - UK bank account to UK account - but, although there's a message saying "There is no fee when you use your bank account, balance or debit card to send GBP in the UK" it's also showing a fee of £1.99. Why is that?

You're charged the 1.99 fee if it is cross border and between certain amounts. Double check if your brother's PayPal account is really based in the UK.

Contact customer service for further assistance (to refund fee if incorrect): 

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
