Why do I have transfer fee's now?

Hello, so I want to transfer my funds from PayPal to my VISA debit card which I have done plenty of times like 1-1.5 years ago when I was selling stuff on eBay and remember only having to pay a fee for the transfer first time like 5$ and then all the transactions were fee free. Now when I try to withdraw again it asks me to pay a fixed fee of 14 GEL (approx. again 5$). So I'm kind of confused now. If there are fixed fees why did I not had to pay them before, if there are like % fees why am I paying a fixed fee?

Legal (bottom right of page) > select your country > user agreement > fees.
