Why did my friend get charged for $ I sent her?

If I send my friend money, does she get charged for it? I used the money I had left in my PayPal cash plus account and sent money to my friend (business account maybe) and she was charged for it and I don't understand? I remember clicking on where it said "balance" but I don't remember it giving me the option that said "for friends and family" or "goods and services". Because it's shows like I made a purchase from her. Which i didn't. I just owed her money?
So, did I do something wrong, click on something I shouldn't have? Does anyone know if I can get her money she was charged back to her? They didn't charge me, they charged her for just receiving the money. I don't understand. Please help!
