Why are there fees charged to me when receiving from merchant on Indiegogo?

Received refunded money from a merchant in Indiegogo via 'Goredpin'.

Can anyone tell me why Paypal charged me fees to receive rather than the merchant who sent me money?

Example I received 260.1USD from merchant, then Paypal deducted 11.74USD from me.

Can someone please enlighten me why and how to dispute this paypal fees?

Sounds as if the merchant used the 'send money' option instead of the 'refund' option.
