Why am I being charged a handling fee?

I want to send a very small amount of money to a friend in the UK (about £5.00) but PayPal want to charge me 99p for doing so. It says that this is the fee it charges to send money overseas - but it isn't going overseas. Can anyone suggest a way to change this?

We're both in the UK. I want to send some money from my PayPal account (in UK Pounds) to another user, again in Pounds
