Why am I being charged a fee to send from my bank account?

I am trying to send some money to a friend. I am being told I will be charged $2.98. When I hover on the nearby question mark to find out why it says:

 

"There's a small fee when you pay using a credit or Visa Debit card. It's free if you use a bank account instead."

 

But I AM sending from my bank account! I have a credit card and a Canadian bank account registered with PayPal, and I am choosing to send from the bank account. Is this a bug?

Is your friend in Canada as well or in the U.S with cross border fees?

My friend is indeed American. I already figured out that was why. I was thrown off by the unhelpful reason given for the fee on the confirmation page though. I would say that is a bug when it is not properly telling you what the fee is for.

Yep. you would need to take that up with customer services though.
