Where can you indicate in dispute that seller communicated to you , not Paypal? FL, USA

I can't see an area if the seller communicated with you and not Paypal. I want to keep it open until the actual item arrives to ensure all is true to purchase, which will be past the date of the case where the seller is to respond to Paypal. Also, seller indicated a refund of costs of shipping, which has not occurred at this point and time, thus, again a reason to keep open until completed transactions take place. I called to talk to someone about the above, but was on hold forever so had to move on. The original request was that if item arrived by the date of Paypal awaiting response, I would close. It will be arriving later, so, can't close until all is secure. FL
