I have someone trying to tell me I need to pay a courier through walmart2walmart and that the funds will be released to me once I pay the courier? She said that 420 was debited out of her account and that 220 is to be paid to the courier . I see no hold in my account. Anyone had this issue?

Sounds like suspicious scam - suggest you walk away from this transaction - purchases via PayPal do not work that way.
