Vendors allowed to change return address for items to another country?

Why are vendors allowed to change the return address for an item in Paypal Resolution cases to another country? The item was shipped from Monroe Township, New Jersey and in order for me to get a refund I have to ship it to China. The cost to return this item just went from $8.70 to $74.30 for me to return a $23.27 item. Why would I do this out of pocket? I'd be losing even more money. Does anyone out there have any clarity on this subject other than I got **bleep** (the past tense of the word **bleep** got censored by Paypal ). Does anyone know how to actually contact a real person at PayPal?

A lot of companies have items available for dispatch in many countries but the 'return' address can be in the main companies country.

That is why you need to read up on any 'return' policies before you buy because these Chinese web sites or on Facebook won't tell you the return address on their website.

Chinese Web Sites or on Facebook easy to spot (once you know the below signs) so buyer beware.

1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.

HOWEVER you may still have the option to do a charge back if you funded your paypal payment via a credit card.
Also Paypal may contribute towards return costs IF you have activated the below link (if available in your country).
