PayPal always charges a fee if payment is sent or received. I have called and complained about this. They say it is their share of your money for using their services.

Wrong, buyers do not pay fees unless currency conversion is involved.
The only time the sender of funds pays a fee is if the friends/family option is used and they fund it via a card.
You pay a fee if you are selling goods/services, that is how paypal afford to run the service and pay their staff.
If you were NOT selling anything then they could have used the friends / family option and then its free UNLESS the sender funds their payment via a card when THEY not you would be charged a fee. However you are not allowed to use the f/f option for selling as it evades paying your paypal fee and so can lead to your account being limited.
Advice is voluntary.
