Unknown charge

I received money from my father via paypal and he used friends and family, yet it charged him to do so. I am wondering if anyone knows why this happened? I thought sending money to friends and family was free, and cant find anything as to why he was charged. He sent me $5,000 and got charged about $145

Friends / family is only free if you fund it from money in your paypal balance OR from your bank account.

If you fund it from a CARD then you pay the cards processing fee.
