Unclear still about Friends and Family and fees

I have a PayPal business account. I asked a friend to send me some cash, and to select the Friends and Family option. I did NOT send a PayPal request. PayPal still took out a fee. Does PayPal assume that because I have a business account, all transactions are business, even when he sends it to F and F? Thanks and happy new year!

Sounds as if he did NOT use the friends/family option.
