Unable to upgrade to a business account

I'm trying to upgrade to a business account and it keeps giving me the run-around it won't let me use a new email address

You could try registering a completely new account setting it up as business with your new email address.

Then if you wanted to close your personal account OR you can keep them both as you are allowed 2 paypal accounts as long as 1 is business and the other 1 is personal.
