Unable to speak to a person on customer service

Tried calling customer service in order to cancel a transaction which ebay told me to do so and cannot speak to a person who can help me. the option to cancel a transaction only gives the option to open a dispute of which i cannot do because the payment is unclaimed. What can i do?

In that case it 'times out' at 30 days post payment but keep an eye on it as if it changes to completed you would need to open a dispute.
