Unable to setup Cash Account - Please help?

I know that regulations changed, and the standard personal account can no longer hold money. Everything I found online says, when you go to accept money, you will have an option to keep in PAyPal, and it will ask you to setup the Cash Account. I don't get that option.

There is no option to add money.

I don't want the Plus account with a new bank card, I just want to be able to hold moeny in my PayPal again...

Any help?

If you have this issue, I had to go to the following URL 2x and "accept and continue" to get this to work.

Tried it 1x, then logged out and back in to a different web browser.

Did it again, and it worked.
