There could be a few reasons (PayPal's messages are sometimes a bit foggy.).
If your account does not have a bank account or credit card linked and confirmed, you would have limits for both sending and withdraws. Or possibly if you're trying to send money to someone, there could be an issue with the receiver's account. Seems we can only guess sometimes as to what the exact cause is.
