USA -> Russia Fees for goods / Services

Hello,
PayPal is a bit unclear on their fees page about the fees charged in the following scenario:
- Buyer: USA account with USD currency sending 1000 RUB
- Seller: Russian account with RUB currency
- Funding done via credit card
- Currency conversion is done by the credit card (not PayPal)
So is the fee that applies:
- 2.9% + 0.3USD for "Sales within the US"
- 4.4% transaction fee plus a fixed fee based on currency received - International sale
So basically, does "Sales within the US" means that the buyer must be within the US and the seller wherever (applies to my scenario) or does it mean that both the buyer and seller have to be in USA & transaction done in USD ?
I'm guessing the card will be charged 1000RUB. How much will the seller actually receive ?
