Trying to understand the pending changes in the Canadian Paypal agreement

So is Paypal no longer going to ensure that a Canadian gets a full refund of amounts paid for purchases in the USA? To date they have automatically negated currency conversion fees on both the purchase and the refund, as well as their own service fee. My only exposure has been a possible change in the value of the Canadian dollar. Banks traditionally try to charge us a currency conversion fee on both the purchase and the refund, and they negate those fees only if a customer complains. The simplicity in the Paypal transaction is why I use them for my USA purchases. What's changing?
