My mom is wanting to send me money with her bank card. Does she have to have a pay pal account for this

Yes, she would need her own PayPal account, link her debit card and then send you money via Send & Request. Remind her to ensure "Sending to a friend" is selected under the amount field during the payment process. Sending money with debit card has fees so she should consider linking her bank account instead and pay with the bank account.
