Transfers To debit card not working

Does anyone know if there's a problem with transferring money right now?

I'm having problem with transferring from bank account to PayPal balance everyday for a week now. For some reason PayPal only lets me transfer twice a month and then stops for a month or month and a half. Is this common? -frustrated
