It means that if you have a linked and confirmed bank account attached to your paypal account then you can 'add' funds to your paypal balance and use your paypal balance as a funding source.
However most folks don't use it if they are buyers as you can pay straight from your bank account BUT it can be useful if you don't have a back up card linked to prevent payments going as echeques and having to wait for them to clear.
