Transfer money from family to family paypal after 4 messages still will not answer

the "contact us" link apparently goes into some automated monkey somewhere- I am unable to get a real person to resolve a problem.

my son (family) transferred money to me. as per Paypal rules, this (family) was supposed to be no charge. It wasn't. Paypal deducted 2.5% for this.
