Transaction tracking number

I am trying to buy some clothes from someone in the UK and I live in the US. How do i make a transaction where I send them money but they have to send a tracking number in order to receive the money and for the money to be pending?

You can't do that, all you can do is ask the seller if they will send the item trackable.

However its in their interests to do so as if they don't and you open a dispute for non receipt of item you would probably win.

As for pending that only happens for new sellers etc and is between paypal and the seller.

Whether its on hold or not is nothing to do with you and you would not know anything about it and it would not affect your buyer protection at all anyway.

Your best bet is to go and read up on buyer protection in paypals user agreement and then you can risk assess your purchases.
