Depends how you sent it, if you sent it as payment for goods then he would have been charged a fee to accept it.

Yes I knew there will be a charge but normally it charged according 3.9% + GBP 0.20. So it suppose to be GBP 12.15 - {(GBP 12.15 x 3.9%) + GBP 0.20}= GBP 11.50. Why it will be lower than GBP 11.50 when my friend receive? Is there any hidden charge?
