Transaction pending for over 10 days

I sent my mom money over ten days ago and its still pending. but i cant call customer service because of this covid-19 situation.. any suggestions? Is this normal?

Firstly has she set up a paypal cash account to 'claim / accept' the money if she has a U.S personal account, info in link below.
Secondly double check the email address you sent it to and make sure there were no spelling mistakes. Also check that she has verified her email address on her paypal account.
Thirdly does it say pending or unclaimed OR completed or sent on YOUR paypal account next to her transaction?
Lastly did you send the funds in a currency she can accept and has as a receiving currency on her paypal account?

I have sent her money before with no issues. we send money back and fourth.
The transaction says pending.. and both us dollars

Sounds like an echeck was sent as it was probably a friends/family payment?
Is there a clearance date?
