Hi, so I live in Canada and was talking about selling something to a person I believe lives in Europe.
After sending the product, they paid me the $1.72 usd it cost but claim their transaction fee was equal to $1.72 as well, which effectively doubled the price. After asking for a refund, I got the product back and sent them their money, however Paypal also charged me the $1.72 fee. Are international fees supposed to be this ridiculous, or this the normal? Fairly new to Paypal.

FEES are in paypals user agreement, however BUYERS shouldn't pay fees, they would only pay a fee if you accepted a friends / family payment which is against paypal rules.
