Transaction costs

Good evening!

Two people recently sent me money through Paypal. I live in Switzerland and they both live in France. But two different cases:
- 8 euros paid and 3 euros transaction fee
- 13 euros paid and no transaction fees

Why did one pay transaction fees and the other not?
