Is it safe to buy things from people on place like Ebay and Facebook using PayPal.

If a scammer knows PayPal loopholes, they can make getting your money back very annoying. I'm dealing with such a case right now. The scammer eBay seller purposely send a fake package to wrong address in my city. PayPal apparently do not verify actual address of delivery. As long as the fake package tracking number says it is delivered to the same city, it counts as delivered, and PayPal will rule against you.

That depends on many factors all listed in Paypals buyer protection policy for you to read and then you can risk assess your own transactions.
Paypal buyer protection is not a 100% coverall so its still buyer beware.
Advice is voluntary.
