The amounts in my transactions don't match my credit card statemtent.

During all of May, the amounts I see in my PayPal transaction history, don't appear to add up to the ones I'm seeing in my credit card's statement.
Upon calling my issuer, I'm informed that PayPal is reporting amounts to them that are not the ones I'm seeing on PayPal.
For example, a transaction that was supposed to be $449.95 on eBay, appears properly listed on PayPal's transaction history, but then it's $503.34 on my bank statement.
I know my credit card charges a 3% fee for international transactions, plus a 22% VAT over that fee, but it still doesn't add up.
The bank's representative tells me that PayPal is reporting the transaction's amount as $485.56.
Adding the 3%*22% to that does produce the amount seen in my statement, but there's still a $35.61 difference there that I don't recognize.
And that's just one purchase.
I'm getting the same for all of the transactions made during June.
Any guidance will be appreciated.
