I just bought a leaf blower from The Bobo, and I'm concerned it may be a scam.. My question is if it is a scam can PayPal do anything about it?

Try calling PayPal! There was one time I opened a claim and they closed it without doing anything so I called them and they were confused because the seller actually filed a return on my money but canceled it - PayPal apparently didn't see the cancellation and closed the case thinking it was resolved. Once I pointed that out, they got it resolved instantly.

You can also try going through your official bank. I ordered on a different site not long ago that didn't let me use PayPal. The bank actually contacts their bank to get it resolved - live people working to protect your money versus a computer.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

https://www.paypal.com/webapps/mpp/first-dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

Advice is voluntary.
Kudos / Solution appreciated.

46 people have been scammed by this company! Why does PayPal allow this to happen??? This should be a class action law suite. I should not have to wait months for a refund!!!

They are now operating under the name USNotion as of 2020 they changed their website I googled the product I tried to buy from them and they popped up. Different website, different name of seller, still out of China, same cheap prices for high end products. Still a scam!

I too made a purchase from them and am a bit concerned now that I've read the comments here. I hope it turns out to be legit rather than a darn scam

I also purchased from the site and am not concerned about being ripped off because this does fall directly under paypal purchase protection since the money was sent to a merchant I understand that it is highly likely this is too good to be true and therefore isnt but if PayPal is going to pickup the bill im not gonna miss it if is. So let me get those drills shady handbag website or thanks for the refund paypal.
