That is a phishing link trying to steal your PayPal login details and possibly your card and bank details.

Some phones are able to forward text messages to email addresses. Here are PayPal links with details on these types of fake emails/texts and a PayPal email address you can forward the message to.

Instead of going through an email link, its always a good idea to go to the PayPal site directly, or really any site for that matter, especially financial sites, and log in to see if you have any notices, transactions, or unauthorized transactions in your account.

Also, if you have the Security Key feature available in your profile under the security tab, your account will require a pin be sent to your phone, in addition to your PayPal password. A Security Key is a great way to lock down your account.

Here is a PayPal link with details on the Security Key feature.
